The school is sold by people, not by advertising. An agent sells the US$78 certification code and earns a commission on each one.
How the Commission Works
You do not have to have taken the course to sell it, though every agent who has done well has. Commission is paid per certification sold. The buyer pays US$78 once, so there is no subscription to chase and nothing to renew.
Agents work a district or a mineral rather than a country. A chrome district in the Midlands and a diamond rush are different sales to different people, and an agent who knows one does not automatically know the other.
There is no territory fee and nothing to buy up front. What an agent brings is the room, and the reason somebody in it trusts them.
